Joint SemSeg state of the art report

All four partners of the SemSeg project have compiled a joint state of the art report (STAR) that attempts to cover a larger number of papers that relate to the research focus of the SemSeg project (4D space-time topology for semantic flow segmentation) as the first public deliverable from the SemSeg project.  Since we attempt to publish this STAR, also, we will publish more information about it on this web page later.
